Turn on the sauté function on the Instant Pot and add your vegetable oil.
Add your ground meat, onion, garlic, seasonings and cook until your meat is mostly brown. Its ok if you have some pink, it'll finish cooking later.
Turn off the sauté function and add 1 cup of water. Scrap up any brown bits stuck to the bottom.
Start layering your ingredients. Do not stir.
Add your pasta first, then add your corn, beans, rotel tomatoes, and tomato sauce.
Add your remaining water and Taco seasoning. Close and secure your lid.
Set your Instant Pot to pressure cooking. Set the timer to 8 minutes and do a quick release.
After it finishes cooking lift your lid and stir everything together.
Add cheese if desired, serve and enjoy.
